A maker of telecommunications network equipment and services, UTStarcom supplies broadband access, packet optical networking, and wireless infrastructure to network operators and enterprises, with a strong presence in China, Japan, and India. It was founded in California in 1991 and got its name from a 1995 merger of Unitech Telecom and Starcom. The company became famous in China for its "Little Smart" (Xiao Lingtong) service, a low-cost wireless phone system that let fixed-line operators offer mobile-like calling without a cellular license.
